东莞市外商投资企业协会是经东莞市民政局批准，于1992年7月12日成立的社会团体法人，是经由国家授权机关批准及工商行政管理机关注册的东莞市境内的中外合资企业、中外合作企业、外商独资企业、有外商投资的对外加工装配企业（包括香港、澳门、台湾同胞及海外侨胞投资企业，以下简称外商投资企业）以及从事外商投资服务工作的机构自愿结成的地方性、联合性的非营利性的社会组织。
协会接受业务主管单位东莞市商务局的指导、社团登记管理机关东莞市民政局（东莞市社会组织管理局）的监督管理。
东莞市外商投资企业协会现拥有35个分会（包括松山湖分会、韩商分会和保税物流分会），分布在东莞市33个镇街和园区，会员企业2500多家。协会的宗旨是“服务政企，创新共赢”，协会的目标是建设有东莞特色的外商投资企业协会。
自2002年，协会从政府机构主导的团体逐步转变为以外商为主导的民间团体。主要职能工作：
（一）传递国家和省、市对外贸易、外商投资的法律、法规和政策。如：通过召开政策宣讲会和研讨会、发布《每周信息速递》及《简讯》，了解企业所需，提供政策咨询，协助企业了解最新政策；通过建立协会网站和创办会刊《东莞外商》，打造一个更便捷、更广泛的宣传平台，拓展在莞外商了解政策信息的重要渠道。
（二）增强与政府机构的联系，协助引进高新技术、优质的资本、先进管理理念，反映、解决企业困难，为企业的生产经营创造良好环境。如：通过与各职能部门座谈沟通；坚持每月参加“东莞市外商联络小组协调会议”，与领导直接对话，现场及时解决问题。
（三）加强与政府职能部门和友好单位的联系与合作，沟通信息，交流经验。如：通过与黄埔海关签订 “推荐诚信守法会员企业”合作协议、及与东莞海关建立季度座谈会和特邀联络员合作机制，加强关企联系，为企业通关建立绿色通道；通过与香港中华总商会、香港中华厂商联合会、广东省香港商会、香港电子业商会和东莞电子业商会签订“合作备忘录”，互通信息，相互支持，共同进步。
（四）组织会员企业相互交流，共同进步。如：通过企业互访、参观考察，让会员企业相互学习借鉴。
（五）指导和协助分会工作。如：通过走访分会，了解相互运作的情况，交流学习经验，增强凝聚力。
（六）促进会员在东莞社会经济发展中发挥积极作用。如：通过向广大会员企业调查收集日常经营过程中的困难和相关意见和建议，形成报告，并在国家、省、市政府等部门的座谈、调研会议上反映，为制定有关政策和法规提供了重要的参考依据。同时，意见的采纳让外商企业扎根发展倍增信心，积极反映自身经营情况和提出经济发展的良好建议，促进政企双赢。

A social organization with a legal corporate status established on July 12, 1992 upon approval by the Dongguan City Bureau of Civil Affairs, the Dongguan City Association of Enterprises with Foreign Investment (the “Association”) is a local non-profit social group approved by State authorities and registered with the industry and commerce administration departments to provide services to the Sino-foreign joint venture enterprises, Sino-foreign contractual cooperative enterprises, wholly foreign-owned enterprises and foreign-funded enterprises involved in foreign processing and assembly (including enterprises funded by our compatriots from Hong Kong, Macao and Taiwan and overseas Chinese) in Dongguan City (“Foreign-invested Enterprises”).
The Association is under the guidance of Bureau of Commerce of Dongguan City, which is the competent department in charge of its business, and the supervisory management of Bureau of Civil Affairs of Dongguan Municipality ( Bureau of Administration of Social Organizations of Dongguan City ).
The Association now has 35 branchss (including SongShan Lake Branch,Korean Enterprise Branch and Logistics Enterprise Branch), which distributed in neighborhoods of Dongguan City, and about 2500 members. The purpose of the Association is to “serve enterprises and embrace the future” and its objective is to build itself into an association of Foreign-invested Enterprises with Dongguan characteristics.
Since 2002, the Association has gradually changed from a group dominated by government agencies to a nongovernmental body oriented toward foreign investors. Its functions are to:
(1) (1)Communicate the laws, regulations and policies of the State, province and city concerning foreign trade and foreign investment by, for example, holding policy presentations and seminars and releasing the Weekly Information Express and the latest Industrials Information. Other means by which it aims to fulfill this function include launching a website and publishing its own journal, the Dongguan Foreign Businessmen, to create a more convenient and extensive publicity platform and create an important channel through which people can be informed about policy dynamics;
(2) Increase contact with government agencies, assist in importing high technology, quality capital and advanced management philosophies, and reflect and help solve the difficulties of enterprises and create a favorable environment for the production and operations of enterprises by, for example, calling on the secretary of the Party Committee and chairman of the Standing Committee of the People’s Congress of the city each year; holding a “Symposium of Foreign Businessmen” to communicate with the functional departments; taking part in the monthly “Coordination Meeting of the Foreign Businessmen Liaison Group of Dongguan City” to maintain dialogues with leaders directly and solve problems on the spot;
(3) (3)Strengthen contact and cooperation with functional government departments and other units to exchange information and experience by, for example, cooperation with Customs to guide the enterprises to consummate the customs affairs management, and apply for the “A Class Management Enterprise”, holding a quarterly symposium with Dongguan Customs, and establishing a cooperation mechanism of specially engaged liaison people to reinforce contact between enterprises and the customs, and provide enterprises with an express channel for Customs clearance; and by signing the “cooperation memorandum” with Hong Kong Chinese General Chamber of Commerce, Hong Kong Chinese Manufacturers’ Association, Hong Kong Chinese entrance and exit to the chamber of commerce, Hong Kong Young Industrialists Council, Federation of Hong Kong Industries PRD Council, Hong Kong Chamber of Commerce in Guangdong, Hong Kong Electronic Industries Association and Dongguan Electronic Industries Association for the exchange of information, mutual support and common progress;
(4) Organize member enterprises to conduct mutual exchanges for common progress through, for example, visits to enterprises to learn from each other;
(5) (5)Guide and assist the branches by, for example, visiting them to learn about their operations, exchange learning experiences and enhance cohesiveness;
(6) Encourage members to play a positive role in the social and economic development of Dongguan by, for example, gathering from member enterprises complaints, comments and suggestions from their daily business management to form reports and relay the information at the symposiums and workshops held by the State, provincial and municipal government departments, thereby providing an important reference for developing relevant policies, laws and regulations. Meanwhile, the collection of the comments enables foreign-funded enterprises to be more confident in their development, actively reflect on their own business situation and offer good suggestions on economic development to achieve a win-win result for both the government and the enterprises.
